Plugin development for Chrome

I have a content generation company using artificial intelligence (GPT-3), our API is already ready with the endpoints to generate the content. I am looking for someone who can develop a plugin for Chrome that communicates with the API.

Some requirements:
- Once you install the extension, it should direct to the login/registration page
- When you click on the extension, if the person is not logged in, it should direct to login/register on our platform.
- The plugin should only work if the person is logged in and has a paid account.
- When selecting a text a mini-button of the plugin will appear with the functionality options (making a call and returning the API data).
- The mini-button of the plugin should appear on any input, from any site - for example: facebook post field, email writing body, google docs, etc).
