Plugin creation or add functionality for Woocomerce.

I currently have a project in Wordpress, selling a single service, and at a single price.
I need that by means of a plugin (I currently have WP JOB MANAGER installed) or modification of Woocommerce, the client can request that service, and edit its peculiarities, and can indicate how many he wants.
Then you will have to pay it, and the invoice will be issued once the order is validated.
After validation, an internal email will be sent to registered workers to take that order (the first one to enter is left to do it).
and once done (by means of proof of file uploaded or similar) a payment invoice is issued to the worker.
