Picture Database added to my Weebly website

Hey I'm looking for a developer to help create a photo Database that will have the ability to store photos and search based on certain categories. This database will need the ability to have photos added by users, with the ability to tag there own photos with categories like (Date taken, photographer, year, class and description).

I have included a very rough design below to get ideas in terms of how I would like this photo database set out however this is definitely fixable to lots of change but the rough layout is as followed.
