Phone Number Filter For VOIP Calls

I'm in need of a phone number filter for my VOIP business.

I want to implement a whitelist filter.

My customers send their calls to my VOS3000 softswitch then I route to their destinations.

I want an Asterisk + MySQL or other system that will recieve the calls and filter the called numbers and pass only calls destined to the whitelisted numbers.

My customers will send the calls to the whitelisting filter IP which in turn release whitelisted calls to my VOS3000.

I have a list of 3 million numbers that I want to use as whitelist. Only calls to the whitelisted numbers will be alloed to pass to my vos300-

Key Requirements:
- Previous experience developing such filter.
- Development of a whitelist filter for Asterisk VOIP
- User-friendly interface for manual input of whitelisted numbers
- An existing too/filter/databse to demonstrate ability for the work.

Ideal Skills and Experience:
- Previouslt developed VOIP filters based on phone number database.
-Excellent VOIP experience
=Excellent Asterisk experience


I will prefer to work with a developer who already ahs an asterisk+MySQL based tool for this task. Therefore, I want to hear only from those who have an existing filter that was done previusly and is very good at Astreisk/VOIP.

My budget does not exceed $100 so be careful to quote below this figure otherwise you will not be considered at all.

Those with a demo filter will get first consideration.
