Pdf417 barcode maker

Greetings. Ive previously requested this task but was unable to complete this project so im giving it a go again. I need someone to develop a software for me that i can licence to my friends and business partners.

So essentially i need someome that can make me a software that will allow the pdf417 barcodes to scam correctly so that i may sell to my customers.

Barcodes MUST BE ABLE TO PASS BCS SCANNING APP.
