Paypal Payouts

Looking for someone to create setup paypal payouts for me with the relevant UI (https://developer.paypal.com/docs/payouts/)
Intent:
- Upload a list of people to pay in an excel sheet
- The app parses though the excel sheet and pays people accordingly using the PAYPAL PAYOUTS api
Ideally learning towards the NodeJS API: https://github.com/paypal/Payouts-NodeJS-SDK
But open to https://github.com/paypal/Payouts-PHP-SDK
