Payment method solution or suggest solutions for things like Apply pay and Google pay directly from website

Hi freelancers,
1. This project is for suggesting an update to an existing payment method on a website to help add additional options such as Apply pay and Google Pay. The website is using php, html and some java code right now so it would be a improvement to be able to integrate with existing solutions.
2. For this project, after payment is successful the user needs to be redirected to the website and a specific php page needs to be run so that a report is generated for that user. if the payment is not successful there must be a way for the payment to indicate that and prevent the report from being generated but rather give an error message.
3. it is crucial that testing and implementation is done without interrupting existing operations or taking any portion of the website offline or making it inaccessible.
4. Currently PayPal is the only payment method and there are issues with the implementation as it depends on IPN response and sometimes the response is delayed which creates an error when redirecting back to the website. Ideally would like a solution that would implement that payment on the website and provide confirmation without having to use IPN responses as they are unreliable.
5. Only one milestone will be created and released when the project is 100% completed, working and tested by me as done and fully functional. There are no other way around it, no partial release, the entire project amount will be released at one time when everything is 100% completed and tested to be working.
I am looking for a trust worthy person to work on this and based on his work ethics will continue working on many more projects in the future and this person will eventually become the web administrator if he/she proves themselves worthy and capable.
