Paid Direct Messages Plugin for Wordpress

I would like to have a Plugin created that will allow for Paid DMs. The Buyer of the DMs will need to be able to load $ to his plan. After each message s/he will be deducted the Rate of the DM which is set by the Vendor. So Vendor will need to be able to modify how much they charge. A notification system when the amount of funds reaches a certain level of $ so the User does not run out $. More upon acceptance of the project. Finally, this will use Woo Commerce to interface for the payment processing.
