PWA (Progressive web app) for Perfex Admin

I have a client who is running perfex crm https://www.perfexcrm.com/ and would like to create a simple PWA (Progressive web app) that will open the admin login page on launch as an app.
Basically you will need to create the manifest.json and service worker files and let me know where to insert the codes.
