PHP with oracle SQL database. Creating the website on an FTP server.

We need to create a html/PHP webpage that works on an oracle SQL database (all located on a university server with VPN access only - that's why we will have to work via Zoom in teamwork).
We just need an expert who may be able to fix our issues remotely within some hours. We usually meet Tuesdays, 9pm German time.
