PHP script which can create a Deny Firewall rule in the Google App Engine -- 2

Google App Engine, so it is NOT Compute Engine
PHP version 7.2
The function should be able to create the rule with the following data:
- Priority
- Action
- IP range
With keyfile.json file which contains the necessary data for GAE authentication.
I need one package what I can simple deploy to the Google Cloud.
It should contains the minimum amount of files due to the file limit of Google App Engine, so I can’t upload thousands of files.
