PHP script to get complement of multiple CIDRs ipv4 list

I have a file called cidrExclude.txt with a list of cidr's one per line
Make me a php script that opens cidrExclude.txt and outputs and saves a cidr list in file cidrExcludeOutput.txt that excludes all the cidr's in cidrExclude.txt in the whole ip range.
I have attached example cidrExclude.txt
The file you provide when run with php 7.4 on RHEL 8.7 linux should output the IP range of whole address range that excludes cidrExclude.txt in cidrExcludeOutput.txt
