PHP developer with experience in development of APIs -- 2

I am looking for a PHP developer who has experience in developing custom APIs.

Specific APIs to develop:
- Custom APIs for showing image based quizzes from current text based question and answer format. The work is for adminpanel which functions as backend for an app

Specification:
- I have a detailed specification for the custom API
