PHP based 6 to 8 Pages Management/Admin Portal

Looking for experienced PHP developers to build a couple of pages to communicate the encrypted data between two PHP sites or simple hosted pages. API calls in PHP might involve limited DB calls as required. The developer should be proficient in HTML5/CSS to set up decent looking frontend pages (3-4 user-facing screens) and call APIs as required (data encrypting knowledge using certificates is required). To summarise, a micro admin portal is to be created, which will send encrypted data to another single-page PHP site and that site will process the data.
