PHP Web Application Enhancement

This bid is enhancement project for an existing PHP Web application.

Features:
1. Build User Interface to add, edit, delete records on task_configuration table
2. Implement Role Base Permission
a. Create role table
b. Create a page to allow admin to manage roles.
c. Restrict access based on roles for pages and dashboard content

3. New User Page to manage message content that goes out to users
a. currently the email message that goes out to users is hardcode.
b. I would like a user interface to allow application admin to change the content of the message.
c. Also feature to change Subject and From email address.

4. File Attachment feature enhancement (Upload, Download, and Encrypt files saved on server)
a. Current file attach feature only support upload
b. Need a link to allow user to download previously imported files.
c. Files must be securely encrypted on server and decrypted during download
