PHP Web App Local Setup

I need help setting up a PHP web project on my Windows machine using XAMPP. I have cPanel access and the complete database.
There is a web project written in PHP. I want to test it live on a local computer and I have cpanel with the entire database.
Requirements:
- Install XAMPP on Windows
- Deploy PHP project
- Assist with database setup

Ideal Skills:
- Proficient in PHP and XAMPP
