PHP WSE XML Generate

I need php script to generate particular xml file (have working example). Generally xml example file is not long - 59 lines. Most of which is the wsse:Security.

Will provide WSDL as well.

Rob Richards WSE's library can do it was confirmed but any other working way is also welcomed.
