PHP WEBSITE OVER EDIT AND DESIGN NEEDED

Codeigniter PHP script redesign needed. I need an expert for this who can handle the project. I don't want editing but I want you to show me the design, I approve it and then you integrated it. I see many developers showing me designs but later take copies from around and apply them to my script. I need someone who can work fair, clearly, and expertly.
