PHP and Twilio Api And Connect LAMP Serve

- Project built with php version 5.6+
- Familiar with Twilio API.
Must be able to accomplish the following tasks:
1. User will call Twilio Number
2. Twilio will connect to LAMP and echo message to user if message has been set in database
3. LAMP server will connect to mysql database and retrieve phone number to return to twilio
4. Twilio will connect user in step 1 to number from step 3
5. if user in step 4 doesnt answer, go to database and retrieve second user, if not answered then 3rd user
6. if no users connect then send an email and inform user someone will call you back shortly
