PHP Script to download fairly large XML file - need to figure out why it no longer works

I have a PHP script that downloads a somewhat large .XML file (52 MB) and processes it into a database.
The script uses CURL to download the .XML file.
When I use CURL from the command line to download the .XML file, it's fine, and only takes 5 seconds.
But when I execute the script, it seems to get stuck on processing the .XML and the script never finishes executing.
I'm looking for someone to help debug this script and figure out why it no longer works.
It worked fine on a previous server.
