PHP RESTful API for ZATCA Phase 2 Integration

I'm looking for a skilled PHP developer to create a RESTful API that integrates with ZATCA Phase 2. This API will need to support a variety of functionalities, including but not limited to:
- Invoice validation
- Tax reporting
- Compliance checks
- Digital Signing: Ensuring invoices are signed securely for compliance
- QR Code Generation: Automatically generating QR codes for invoices
- Direct Submission to ZATCA: Sending invoices directly to ZATCA’s servers
- XML to JSON Conversion: Converting invoices from XML to JSON format
- JSON/Array to Invoice: Generating invoices from JSON or an array
- Generating Simplified/Standard Invoice: Creating invoices compliant with ZATCA
- Invoice to PDF Conversion: Generating PDF invoices for sharing and record-keeping

The ideal candidate will have extensive experience with PHP and RESTful API development, with knowledge of ZATCA regulations a significant plus. Please provide examples of similar projects you've completed in your proposal.

Scope: You need to send Postman collection for my check in ZATCA developer-portal and simulation and in case of all are okay PHP RESTful API source code will be uploaded to my server by giving temp user credential access
