PHP/Programmer wordpress expert needed

I am looking for a PHP/Programmer WordPress expert to assist me with a Website.The ideal candidate will have experience in developing specific plugins and adding new features to enhance the functionality of the Website. The tasks that need to be addressed include:

- signup page
- buyer, provider
- Profiles
-Photo
-Services offered
-Availability schedule
-status (active) (online)
- rate per
-VIDEO INTEGRATION
-Secure payment / checkout/ SSL

-secure database mailing list
-ability to hire from profile page
-Moderation of profiles
-Filtering /protecting contact information from being shared
-Messaging system from buyer/provider with filters to ensure no # or .com are shared under account
-Payment processing/management
-Account management Log of jobs earning report withdrawl requests.

There`s the regular static website pages (about, contact, etc...)
also there will be dynamic pages (member profiles with video upload, member messaging, subscription, token system, live cams for members,
