In my endeavor, I'm seeking an expert developer who can assist me with a dual task in PHP version 5.3, SOAP API, and JS. Your key duties will be:
1. **Code Reworking:** The code of the app is open-source and currently obfuscated. Your task here is to reverse the obfuscation - I will need someone with in-depth knowledge of PHP and a working understanding of SOAP API and JS.
2. **Email Notifications:** To ensure that all users in our database are up-to-date, I need the app to send out automated system update notifications. The email notifications should come in both plain text and HTML formats, so familiarity with both is necessary.
