PHP/MySQL Script for Image Processing & GPT Integration

Before I get into the details. I think this is relatively clear description. if you put a place holder bid on it I expect clarification questions if you have any. then I expect that you will adjust your bid, NOT ask how much I want to pay.
I'm looking for a proficient PHP/MySQL developer to complete a script for me. The script will include two cascading drop-down menus based on a report category and subcategory. Once both are selected, a user can select pictures or take a picture with the camera.
Requirements include:
- Resizing all files to under 300kb
- Sending the resized images, alongside the chosen category/subcategory, to a custom GPT model
- Handling the returned text from GPT, allowing the user to edit this text before submission
- After user finalizes the text, submitting the report to a database table and saving the images to a predesignated folder
I've almost completed this script, aside from the connection to GPT and handling the responses.
The drop-down menus will reflect the category of the report and the subcategory based on the category. The images uploaded will be findings.
Ideal skills and experience:
- Proficient in PHP and MySQL
- Previous experience with GPT or similar AI integrations
- Familiarity with creating and handling cascading drop-down menus
