PHP Function that modify XML data to product description.

Hi,
I need a function to change the XML data into the following format (HTML product description):
<ul>
<li><category_property name> : <value></li> (property with one value)
......................
<li><category_property name> :
<value>
<value>
<value></li> (property with few values)
</ul>

Attached is the current function but it doesn't work correct and example of the XML which the function will receive.
