PHP Developer needed

We are looking for a long-term Expert Full Stack Developer or Agency that can produce high-quality development. We are a 2 sided online marketplace looking for skilled developers in both front end and back end to help get our website ready for launch. We have been through our fair share of developers on Upwork that seems great when first hired but the quality of the freelancers hired typically tends to decrease over the weeks. We need a reliable freelancer with great availability, response time, and most importantly high quality work. We have a few issues and maintenance that we need to get fixed prior to the website going live. Some of those issues include: converting the website to mobile-friendly, WEBRTC video chat room issues with our one-on-one video chat between users, and functionality changes to the website to name a few.
