PHP Developer for RESTful API Website

I'm seeking an experienced developer to build a website with a robust backend/API.

Key Requirements:
- Backend: PHP 7.4+ (Plain PHP or PHP Laravel)
- Database: MySQL 5.7+
- Frontend: HTML5, CSS3, JavaScript, Tailwind CSS
- Server: Apache with mod_rewrite
- Security: Prepared statements, input sanitization, CSRF protection
- Functionality: Build RESTful APIs

Ideal Skills & Experience:
- Strong PHP development background
- Expertise in MySQL and RESTful API development
