PHP: Create api, query on 4 external systems, convert data and save to database

I'm looking for a PHP developer, with experience in api rest query, mysql database and schedule cron job
for the task below:

Developer: Internal Endpoint
Develop api for querying tasks (offers)
filter: device (required), category
order: payout

Consuming: External Endpoint, mapping data and saved
Create new offer table
Create offer table attributes
Check external apis that are active
Query the offerwall table
Example: SELECT * FROM offerwalls WHERE status = 1;
Perform query on external api active every 5 minutes automatically
Convert responses (json) from external apis to system offer model
Save offers in the database

The user using the android and ios application must make a request via api and receive all offers saved in the database from queries carried out in external apis of our partners
The system must save the offers of requests in external systems every 5 minutes, attention: all external endpoints have different models, the spot system must map this data to the model and later save it in the database
