PHP- Clickable Image to open a secific multimedia file on the computer

I want a PHP Utility.
The routine involves:
Background
1- Selection of an image ( Any image I select on the PC)
2- Putting markers on the image
3- Each marker on clicking- Allows to select a media file ( Image, Audio , video files) stored on the PC and Upload it and save it
Front end:
1- User opens the displayed image
2- User clicks on any marker – (already placed on the back end)
3- Specific media file linked to the marker displayed in a scalable window
