PDF Repository

I need a web based application with login capability that PDFs can be uploaded to an ftp server and defined users can login from a URL and grab the files. The files would need to be categorized in a folder by year which would be stored on an ftp server. The categories would need to be Calibrations / Notifications / Reviews / Summary Reports.
