Optimize Website & Implement New Designs Wordpress

Need a skilled Frontend Developer to improve the existing WordPress/PHP website.
Scope:
Reduce page load duration by optimizing WordPress, removing unnecessary and old plugins and implementing new ones if necessary, eliminating render-blocking resources, removing unnecessary code, optimizing themes, etc.
Implement a new navigation menu/header across the website and restructure the website accordingly.
Add an additional default section to all website pages (new theme?).
Implement 8 new website pages according to prepared designs.
Create 4 pre-made WordPress templates for reuse purposes to publish new pages.
Install a lazy-load WordPress plugin.
Develop several templates that allow uploading images directly through the media library.
Add font-display CSS feature to ensure text is user-visible while webfonts are loading.
Add a plugin or service that will automatically convert uploaded PNG and JPEG images to the optimal formats.
