Optimize PHP Script

Need to have a PHP script reviewed and optimized. I will provide relevant files for review to likely / qualified bidders.
The script parses JSON files into MySQL, consolidates data / aggregates totals and persists data in two tables for use in other processes. Data that has not been changed should not be updated/rewritten so comparison between current consolidated data and new data set is compared.
