Optimize CLS for Improved Google Discover Visibility

I'm looking for an expert web developer who can help me enhance the Cumulative Layout Shift (CLS) of my website to ensure my content can appear on Google Discover.
Currently, my website's CLS is being negatively impacted by images and videos. I haven't yet implemented any measures to improve this, so I'm open to suggestions and expert recommendations.
The ideal candidate must have:
- Extensive experience in web development and specifically in optimizing websites for better Core Web Vitals scores.
- Proven track record of improving CLS through effective strategies.
- Understanding of how Google Discover works and what it requires from websites.
- Ability to implement measures like configuring explicit width and height for media, setting up lazy loading, and any other necessary improvements.
- Skills in managing and optimizing images and videos to reduce layout shifts.
