Opencart 4 custom backend order create

Hello again guys
I need barebones functionality to make custom order directly from Opencart 4.0.2.1 backend.
Requirements:
* Possibility to pre-fill all required but non-mandatory for every order fields (for example, if regular person orders, by default his name should be "Fizinis asmuo", same goes for address, phone number, etc.)
* Possibility to add non-existing products (I want to enter text for like Programming services, quantity and total price incl. taxes) - I do not want to create new product every time I need to make custom order
* Possibility to pick shipping and payment methods, if none picked - default "Bank transfer" and "Free delivery" should get inserted.
* Need basic TWIG template too, not too complicated, with possibilty to add/delete multiple product rows
Work has to be provided in either extension ZIP format or plain files
