OpenCart Optimization and Cloudflare Security Expert

OpenCart 3.04.0 Expert to Speed Up the Site, Security in Cloudflare
1. Cloudflare PRO (it is all set up)- Security, WAF, Firewall - It needs to be checked if it is set up correctly so it protects whole site, C-Panel and server. (I turned on all default features)
I cannot upload any images to the site, nor extension since the block comes from Cloudflare PRO. It keeps blocking those 2 things and something needs to be turned off there but I have no clue what is causing it. (see error page shows)
2. Speed up the site so it loads quickly on the phone and desktop, I have Cloudflare PRO - Argo, Tiered Cashe but if special rules needs to be added to increase the speed.
Add Expired Headers
Reduce Unused Java Script
Reduce CSS
Reduce TTFB
Cloudflare CDN
whatever it needed sine loads ok but not great.
3. I need advice on the current server I host on since I think is a bit too big for our site. We pay monthly and bill is pretty high but I just need advice if I need to move to a another server.
