Online Invoicing and purchase system with Govt System

Hi,

I want to make and online application which can do like accounting with following specification .

Multi Currency
Inventory Management
Customer Management
Supplier Management
Invoice
Purchase
VAT input and Out Report
Sales Report
Purchase Report

Government has introduce their system and each invoice , each purchase and each items are going in their system and i want my application with integrated with their system and on invoice generate QR Code and that qr code should show in our invoice.

I don't mind desktop version or online version
