Notifications de Push

I need a category-based push notification form to be created along with my theme for example: I have a freelancers and employers theme where freelancers offer their services, on the other hand I have employers who request different services. Let's take as an example a certain freelancer who is a Professional "Painter" so he will choose an existing category related to his profession (painter) and will enter more details about his services. On the other side, we have employers who can request different services with hundreds of categories, including "Painter" in the theme. What I need is that when a freelancer and an employer enter their services in the same category, city and state, the system sends a push notification to both, remembering that it will only be sent to both, as the category they have chosen is the same.
