Nopcommerce Plugin or Consultation

Looking for either a nopcommerce plugin for or consultation on the following processed. Will pay finders fee for plugin, or plugin owner, or best offer for build.
Summary: Currently running payment gateway for recurring payments. Looking for a plugin to receive true/false validations from merchant, and then send tokens to our emedia reader according to the subscription plan the user has. Necessary processes are:
Schedular Creation:
1) To create a schedular using default task schedular in nopcommerce
2) To create a new services and model factory methods
3) To implement logic to run periodically in the created services
4) To update the schedular table in the database for getting the interval time
Capturing recurring payment response:
5) To create a new interface specifically to trigger the schedular
6) To create a new controller method in the schedular
7) To write queries for get and update in the repository files.
8) To pass the data retrieved using queries with model binding.
9) To implement the logic to capture the response using the recurring payment id.
10) To implement the xml features for processing the transaction response.
11) To implement logic for generating token based on the response
12) To implement the existing insert and update in the token services.
