Need a custom built lock for my ebooks which are in an MP4 format

We have custom built e-books, the pages of which have animations and read to me functions built into it. The file formats of each page is MP4. We are looking for a firm to provide us with a solution to lock these files on a server and call them only once a passcode is provided. We also want to have access given to these e-books only using a login page.
