Need to clean the CCS file from years of previos developers addin to it.

We have several websites that need the CCS files cleaned and a lot of the header's old coding removed.
We are currently using Elementor in Astra, and it's giving us a lot of issues, not being able to update changes due to the poor coding in ccs files.
Seeking a guru to clean all this manually and get our elementor menu working 100%
Not seeking any plug-ins to install and no quick fixes adding more code. Need an expert to clean and make coding fast and excellent.
