Need White Label Payment Gateway

Hello!

I need a white label payment gateway - I will act as the reseller of that gateway to merchants that will install it on their own websites.

The gateway needs to do a few things:
- also connect to my website and my users accounts
- apply discounts that are connected to those accounts at time of checkout
- keep cart information from the merchant website and process the payments
- the merchant will need access to a backend account on the gateway to see sales and manage refunds
- we will take a commission and pass on the payment to the merchant

I would assume the easiest way to do this would be to use an already existing payment gateway service that will allow custom development, connecting my user accounts to the merchant website/cart.
