Need WhatsApp Api based on Bailyes

I am looking for a freelancer to develop a WhatsApp API based on Bailyes. The project requires the following features:
- Message Sending/Receiving: The API should have the capability to send and receive messages.
I only need the API itself, and not an interface for it.
