Need Twilio Developper with past experience for SMS website

Hello i need someone with previous Twilio experience to make a website where my clients can access and send sms to their customers.
Some features;
-Filter numbers by taking out landline numbers
-People will get unsubscribe option by sms (Stop to unsubscribe)
-SMS not sent or charged to people who unsubscribed.
