Need a Question Answer Website with Open AI integration

I am looking for a freelancer to develop a question answer website with Open AI integration. The website will primarily focus on general knowledge questions.

Skills and Experience:
- Proficiency in web development languages such as HTML, CSS, and JavaScript
- Experience in integrating AI technologies into websites
- Knowledge of Open AI or a specific AI technology mentioned by the client

Key Functionalities:
- Login/Registration for users to create and manage their accounts
- Ability to upload and download files for users to share relevant resources
- Interactive chatbot feature to assist users in finding answers to their questions
-Option to add "Button" as required.
- Option to import question from Excel sheet, AI will create multiple answer for that question and post with different username . Also there should be random default voting for answer.
-Answer need to created with openai gpt4 api


Front end should be like simple Qustion Answer Type with category, basic links, and ask question button.
User also can ask question and give answer from frontend.
