Need PWA and admin panel
Budget: $1,500 – $3,000 USD
We would like to have a PWA and an admin panel to manage it.

We were told it is built in "old angular".

Here is where I am not familiar with this subject. We wanted this product to be converted to a PWA and I am not sure what that would take, based off what we've been told by developers: Either it's a simple process or that it has to be rebuilt with flutter technology.
We also wanted to customize this product with additional features and functionalities. Ultimately, we want the product built as a PWA with upto date technology (flutter?). We also need the admin panel for management and to do the same thing as the current admin panel.
We are looking to have a team of 2-3 developers working on this. We will only hire developers that are professional, prompt, stay in regular contact, keen on schedule, and committed to agreement.
As we are screening prospective developers, we will e sharing more information about the screens as it pertains to the customizations. Thank you!
