Need an Outreach Software with Amazing Automation (Email + Contact form automatic submissions)

I need an expert in automation that can develop a web application to help us scale our outreach campaigns to the next level!
Actually, we use Roboform to submit contact forms on our prospect websites, in a semi-automatic way. We have developed in the past an outreach platform but it was slow and most of the time, the software wasn't able to fill the contact forms automatically and most of the prospects were lost.
I don't want to repeat the same mistake I did with the first platform so now I want to hire a real expert in automation, with past experience in contact forms finder & automatic submissions.
So here is the process;
1. We import the domains list in the platform (We need a duplicate prevention feature).
2. We filter the domains by metrics (We will use the API from https://seo-rank.my-addr.com/ for that. So we need to have filtering capability in the platform, to filter sites before proceeding with outreach).
3. We scan the domains for contact forms, and send our outreach message automatically. For this feature, we need an amazing crawler, that can find most of the forms and fill them automatically. It's the most complex feature and the contact form submitter module needs to include a lot of variants because all contact forms are differents.
4. If the contact form submission has failed, then we crawl for an email and proceed with the email outreach instead. We need a way to track our email replies, so the platform needs to have a cronjob set and scan our email to see if we have received a reply for each prospect. If not, we proceed with a follow-up email, all that automatically.
So to resume, the platform need amazing automation, everything need to be fully automated, my team will just connect every day to our emails for answering to our prospects (The ones that replied to us).
So, some features we need;
1. Domains import (.txt file is fine)
2. Metrics update (API)
3. Metrics Filtering
4. Contact forms finder
5. Automatic contact forms submission
6. Emails finder
7. Automatic email outreach
8. Follow-ups email if no reply
In the admin backend, we need to be able to create different campaigns, where we can edit email settings (imap server, email, password) and outreach message (I need the variable [domain] so we can include the domain we do outreach in the outreach template).
All steps need to be fully automated and we need to be able to see the status of each domain. Which step it is actually.
I need a platform very well optimized for CPU/Memory management as I don't want to pay 100$/month just for running the app... I know the contact form finder and submissions is resource consuming but I'm sure there is a way to optimize it greatly for speed and performance.
