Need a Developer To Help Me Get a Core PHP Website Working On XAMPP Windows Localhost

Hi there. I have remote access to a laptop that I'm trying to install a core php website on using localhost, so I can pull up http://localhost or http://localhost/projectfolder and see the website.
All the pages are working perfectly except the dynamically generated php pages. A few developers have managed to get the code working locally on their computers but nobody has helped me translate or transfer those changes over to the laptop where I'm trying to actually install the site. I have the latest XAMPP installed but I downgraded the php to 7.1.3 or something like that. I know the issue involves the htaccess and some of the files in the framework folder that generate the php pages, but I'm not sure how to change them to get the website working locally.
