Need Backend Dashboard in PHP

I seriously need someone that can develop the admin dashboard and create secure REST APIs that output JSON results in PHP.

Features needed:
1. Admin login/logout
2. Form-based data insert/update/delete to database
3. Bulk insert/update/delete to database
4. Report grid - Bulk export of data based on select filters
5. Bulk upload through CSV to database table
6. Web APIs with JSON output
