NEED CAKEPHP 2 DEVELOPER

I am in need of a CakePHP developer who can assist me with my project. Here are the specific requirements:
Ideal Skills and Experience:
- Proficiency in CakePHP 2 or other versions
- Experience with contact form implementation and email functionality
- Knowledge of updating a table in the database
note: we have tried and can't seem to get the email to even work, but easier to update the databse table. We already have database defined and controller and model defined , and views complete but can't get it to work Cake EMail!%#$#%$. If you can knock this out , I will put you on permanent call for other issues we have over 100 cake websites.
