Multifaceted Table / Rooms Reservation System Development - Backoffice and Frontend

I'm in need of a skilled web developer capable of constructing a booking/reservation website for table/room reservations.
The website demands several key features for seamless operation:
- Calendar view and list/schedule view
- Define diferent slot times for the reservations so customer can choose ( 2 hours, 4 hours, etc)
- Possibiity to create Groups of rooms/tables so the atribution of the reservation can be automatic / random to that groups.
- Possibility to define priority for rooms/tables so the atribution is done according that priority
- Possibility to have "states" in the reservations ( pending, confirmed, payed, check-in, in house, checkout/exit)
- An email notification system that confirms reservations
- An actively functioning system to modify or cancel the reservation
- Integration with a comprehensive online payment mechanism.
I'm also keen on implementing other features including:
- Mobile compatibility for easy navigation on handheld devices
- Multi-language support rendering the booking system accessible to a diverse audience.
Proficiency in web development, especially within the booking domain, is of prime importance. Skills in multi-language support and responsive mobile-friendly design would be a considerable advantage. A familiarity with integrating various elements of a booking system is highly desired.
